Military forward positions face RF-contested environments where EMCON is mandatory and jamming is not available. Critical infrastructure faces a different constraint: RF countermeasures create liability in environments shared with aviation and industrial control systems. Kinetic defeat works in both.

The same hardware platform underlies both deployment profiles. The distinction is in engagement parameter configuration: military deployments operate under UCMJ and ROE defined by the commanding officer; infrastructure deployments operate within FAA regulatory frameworks and require closer attention to collateral effects in populated areas. Both are supported via the operator configuration interface.
